Keeping Freight Moving in Virginia

The Freight Element focuses on the movement of goods across Virginia. It identifies mid-term needs and strategies. These can help make freight movement safer, more reliable, and more efficient.

Freight Element

VTrans’ Freight Element serves as the Commonwealth’s state freight plan. This is in accordance with 49 U.S.C. 70202 FAST Act State Freight Plan. It is included in the State’s Transportation Plan and focuses on the movement of goods within and through the Commonwealth. VTrans Freight Element is included as Chapter 4 in the state's Transportation Plan.

2021 VTrans Freight Element

Virginia's Freight Plan, known as VTrans Freight Element, is included as Chapter 4 in VTrans, the state's latest Transportation Plan. This reflects Virginia's integrative and cohesive approach to viewing and incorporating freight planning into the state's mid-term and long-term transportation planning.

The last update of Virginia's Freight Element was completed in 2021, identifying several mid-term and long-term issues. Several of these issues are being addressed as part of the 2021 VTrans Strategic Actions.
